You're talking about the large pop-off panel at the left end of the dash. The other aspect is pure aesthetics. The switch panel mount is about the width of the fuse access door; if it were sized for just the switches it'd be a bit narrower and might look a bit too skinny. Also, there's the symmetry... single switch, mirror controls, single switch (blank).
