do a compression test. if it's low on two adjoining cylinders (or more; you could have more than one break), replace the head gasket.
to test the turbo, the best i can think of is to check the i/c piping coming off the compressor. a thin film of oil is normal, but if you've got a lot then DTB, as my family would say (ditch that beeotch). i would really recommend replacing the turbo w/ a spare one that somebody has.
alternatively, try this to test the turbo: replace/flush the coolant to get rid of as much oil as possible to do a good test. disconnect the wastegate actuator from the flapper arm. now, disconnect the coolant lines to and from the center section and plug them. drive for a while this way. sleeve bearing center sections get plenty of oil flow and should be fine w/o the coolant as long as you either have a turbo timer or be your own turbo timer to keep it from coking in there. (so yeah, tubo timer is not very useful on water-cooled center sections, but you knew that.) maybe a couple days. then recheck the coolant. if you don't have any oil spots, DTB. you may see some oil spots as it can be pretty tricky to fully flush them out, but if you only see a tiny dab then that's it.
