What part of the car do I call this?

Hi everybody, I would love people's input. I did a search and couldn't find anything. I may be buying this car listed on Craigslist:

Where I could possibly a rocker panel online in pearl white? On top of that, can anybody tell me how to replace it? I know I am asking for a lot being a newbie.

Also, are exhaust leaks more expensive with this car than a typical car in a typical exhaust repair shop? THANK YOU IN ADVANCE!!!

They come primed. You have to paint. You will need some body shop tools and skills to install correctly.

Check the trunk of your car. Do you see the letter "y"? Didn't think so.

I'm pretty sure you're looking at welding something in to fix that. I would think there's a lot more rust, so check it out on a lift if possible.
