Sorry for the noob quiston, but all my s13s always have this and nothings ever attached so i have no idea what this thing is, it seemed thats where my cruise control was on my integra, but i have no idea what this is on nissans, so what use to be attached to this?

That is where the air box had originally bolted up.

ohh that makes sense, ive never had a stock intake or filter,
