I had someone tell me it was water spots and another person tell me that it was the clear coat pilling off(hope its not). Can anyone tell me what it is and if it can be buffed out? It just started coming up in the last month and seems to get worse everytime i wash my car.

Looks like the result of years of acid rain

It looks like qxidation try somthing like meguires scratch x to get it out then use a cleaner wax folowed by a sealer wax that should get it all out and keep it from coming back.

I will bet you bux that over the next few weeks it will start showing up more and more as that is probably clear coat issue. If it does start to come back, start looking into watersanding.

Your hood is oxidized. A friend of mine had the same problem.
