It's the intake silencer, don't bother plugging it, just take it off. It won't cause any problems and you'll get a little better intake flow, and a throatier sounding intake as well.

in terms of a filter tho, without it will it effect it at all?

Remove it and plug the hole where it mounted to the intake tube.
Little bit of sound difference without it, but if you don't plug the hole into the intake tubing, you'll be screwing up the maf signal as well as pulling in unfiltered air. I used duct tape over the hole on my car, held up for the month prior to me pulling it all out and doing intercooler piping.
