it is a dealie that extends the little bumper feeler dealie out of the bumper (so you don't rub curbs with your wheels). At least that is what I think it is...

Have u guys ever seen that same button in a honda accord like a 89-92 model, well not the same button. but neways it was to retract the antena. im not sure about the whole bumper deal. i wouldnt say curb feelers. i think the old nissans like the old skylines or the sunny's might have had the antena on the rear bumper. oh hell I DONT KNOW DAMN THOSE POWER POLES, DAMN THOSE POWEEERRRRRR POLLLLLLES!
