It is a Nissan part. with an electrical conection on top and the black spin knob will spin either direction without a stopping point.

I thought Manual boost controler at first but i really don't think so now.

It's probably the oem boost pressure sensor if it came off your clip.

any way to use it? is there a warning light or an oem boost gauge or something? Or does it just send a signal to the ECU?

it just sends a signal to the ecu. it's not needed in the swap. you can just run a vacuum line straight to your wastegate.
