what is this and wheres it go?

It vents the gasoline tank.

Most people that get rid of the carbon canister just simply take off the rubber line and bends down the metal hardline.

That looks like the vapor line coming from the gas tank that goes into the bottom of the charcoal canister. If it's connected to a hard line that follows the frame rail to the aft. I just don't remember that line coming up so high.

its connected to a hard line that goes back up the fire wall then back under the car toward the rear. theres a line connected to the bottom of the charcol thing that runs into the frame then somewhere from there

Are you going to use your emissions equipment? If not then just take it out. I just put a length of hose on the end of the hardline and that's it.
