What is proper tool for slack side chain guide bolt?

This is the guide that pivots to take the slack out of the timing chain on driver side. The pivot (bolt) has a 5mm allen head.

When trying to remove pivot bolt, I tried an allen wrench, and a 3/8 drive 5mm allen socket (made in USA challenger/proto tool), in both cases the allen bit twisted into a helix, and the fastener did not budge. This 5mm allen bit seems undersized for this fastener.

I used a pair of vise grips on the outside shoulder of the bolt to break it loose no problem, but I'd like to get the proper tool to retorque it when reinstalling.

Also, FSM indicates 9 to 14 ft-lbs on this fastener. Is loc tite recommended here, and if so what color or type?

3/8 drive 5 mm allen socket on a 3/8 drive torque wrench, just be really carefull, bout all you can do, i didnt use loc tite on my engine but if anyone else sugjests it, i would go with them.
