What is considered SHAFT PLAY??

all of the above. But from what i've heard the in and out is really bad. and the side to side for turbos with journal bearings is 'normal' just not as much where the blades hit the sides.

There shouldn't be any in and out play on the turbo. Some side to side is normal but usually there is a max play spec. A 1/16 of an inch isn't something I would be concerned about but, start increasing that and I would be looking for a new turbo.
