What first? Wheels or coilovers?

I purchased a '91 300ZX NA 3 weeks ago and have been taking care of the mechanicals to make sure everything is safe and ready to go.

My new front upper control arms should be arriving this week for me to install, but the suspension is still 30 years old and making noise as well as just clunky. The tires are slightly dry-rotted from sitting with the previous owner. The rims are original.

What should I do first? Rims and tires or Coilovers?

WHEELS not rims

If you're going to be driving it now then please get tires for your safety and the safety of those with whom you share the road. From a practical perspective it doesn't matter what you get first as long as you do your research and make sure the wheels fit once the car is lowered. Personally I think a dropped car on factory wheels looks goofy while a stock height car on AM wheels looks nice.
