what does an X" drop mean?

Hey, sorry for the n00b question but i'm confused about what it means when there's a 2 inch drop.my friend's buying some H&R springs with 2" drop in the front and rear. I'm thinking its 2 inches off of the difference from the fender to the top of the tire.this mechanic says it'll be 2 inch drop overall. I dont want him to have it installed if he's literally gonna be dragging his @$$ around town.

the springs are rated for "autocross." would it be recommended for the casual autocrosser but would like the flexibility of driving over speed bumps?

2" drop = car is 2" lower than it was before
