What do you think about this car? Considering buying

I am new to the Z32 band wagon and looking for some expert advice.
The car had the EGR stuff removed and sits quite low to the ground.

My questions are this:

1.) It has a tein suspension, (not adjustable) can I raise the car an inch or so without having to buy coilovers?
2.) I need the car to pass emissions, based on what you can see, any idea if this is an automatic fail?
3.) The Turbo size, is this ok for regular driving, or has this car been overbuilt for cruising on Sunday's?

Any other advice would be welcomed and appreciated.

The car in the post looks to be in good condition, and done to a pretty decent spec and not overdone unless the PO has run on very high boost often. If you are happy with the body styling and interior modifications they look to be done well and should last as well as can be expected.
The Tein suspension is height controlled probably with the lowering springs listed in the ad, to raise the car you'd have to install OEM springs or other. The drop is not severe for our cars, looks like less than 2", and where other lowering springs such as Eibach are a +/- 1" drop.
If the EGR has been removed and anything else such as cats and resonators it will fail, and on a high HP tune it may well fail as well. The ad says the fuel controller is standalone so perhaps it can be tuned to a stock fuel map to pass emissions. That would also be one of my top questions to the owner should you inquire, but I'd assume it will be tough without a stock tune and stock exhaust setup replaced for that purpose.
As for the turbos you should be fine for any driving for the most part, but of course would have a fairly high HP car which will require moderation of your driving. The turbos themselves are active only under heavier throttle action so if you drive her normally, she will (or SHOULD) drive fine and as any other Z unless the owner has some seriously wild tune and you have an active throttle foot.
BTW $16K for that car is pretty high, especially with the mileage, as the owner is trying to recoup modification money. A Z32 in that car's age and use range is about $10-11K, $12K tops in most areas and I personally would not pay a penny more than that and only if the car was PRISTINE.

I appreciate the feedback DCaff!

There are some things I would definitely want to change, like the red accents on the interior back to black,
Raise the car an inch or so, put a tamer (legal) exhaust on it and go back to black gauges. But otherwise I think the car looks good.
The body does have higher mileage (kms) but the car seems tight and very well taken care of.

I will ponder on this some more, but finding these gems on the Canadian side is proving to be very difficult. (6 months of shopping and still haven't found the right car)
