On the last 98 degree day we had, I was sitting in traffic and the car jumped to the top of the gauge. Now I know I was in bumper to bumper traffic but shouldnt the car be able to handle this? Head gaskets are fine. Maybe thermostat? I don't know. Coolant levels are fine. When the car is moving, it's fine as well.

Replace Tstat for starters, and if that doesnt work its new radiator time... Might try draining the radiator and filling only with distilled water (effectively giving a 70/30 mix instead of 50/50)

Yea, I think I will just change that for starters. Both fans are working on the car.

Don't rule out the temp sender wire being loose, shorted or corroded. I've had several vehicles with sending unit wire issues. One had the wire touching the exhaust manifold and shorted out. Another had some corrosion that shorted it to ground at the sending unit. Both of those issues had the temp gauge shooting up intermittantly.
