I don't know...Google + in it's current state might not be anything other than a Facebook wannabe, but with its whole-damn-internet-(which is all run by Google now anyway, right?)-integration, it's positioned to easily and dynamically evolve into EXACTLY the "something more integrated" you're talking about. It's highly mobile-oriented, with support for all the narcissism-feeding features kids love, like geotagging and insta-uploads for photos and all that shiz. If Google were to integrate the equivalent of facebook's ubiquitous "login using your facebook account" api, your account would be farking EVERYWHERE. Your forums, your youtube, your email, your Plus account, your searches, your newsfeeds, your blogs, EVERYTHING all in one. Where facebook created a kingdom from the ground up, Google's positioned to move in and sieze the throne. Their agents are everywhere, just waiting for the sign to start the revolution.
Of course, they've screwed up the social thing a few times, so it's very possible they'll get it wrong. But I think from the "more integrated" standpoint, there's no one better prepared than them.
I think we can expect Google Plus to evolve pretty rapidly and very dynamically throughout its early stages. I wouldn't be at all surprised to see your video streaming app happen as a part of that. Google does own Youtube, after all. "Hangouts" could easily be extended to include video.
