The car is going to be a secondary car for a little and with in a couple of years my sibling is going to drive it as her first car.

Get on Autotrader and do a nationwide search of cars under $6k made after 2000. Narrow the list a bit by limiting to typical mom cars -- SUVs and sedans.
That's exactly what I did (well, I did 12k and and 2006) when shopping for my LS. Autotrader helped me find the common pricepoints, then I located some in Utah going for particularly low prices. Then I walked into the dealer with prices and mileages in my head.
