What are these holes for???

I soon will be in need of a roof luggage rack. I was looking at the rails and noticed these 4 holes on each side. I assume they are for attaching a luggage rack. Is that their purpose?
I'm so new to this I'm not sure what questions to ask, so if they are stupid questions, please bear with me?
Am I looking for a roof rack, luggage rack, car top carrier, or what?
Anybody got a preference for brand?
If I was to do a Google search, what key words should I use?

Lastly, anybody got one they want to sell?

Yah, they're for a crossbar kit. Part number for a '16 Quest is G3805-1JA0A. They're $280 + shipping at NissanPartsDeal.

I checked it out on the website above. It looks like after purchasing and installing these crossbars, I would still have to purchase something in which to put my luggage. Isn't there something that attaches directly to the existing roof bars that is enclosed and luggage ready?

You can get cargo carriers of all sorts. If you're looking for a basket type, Curt, Tyger and Rhino-Rack all make nice tubular ones that will fit the Quest bars.

Oh, missed the "enclosed" part. You probably want to look at Thule and Helios for clamshells, or get a waterproof cargo bag to go with a tubular rack.
