What are the vents under the wipers?

(Or actually not directly under, but there are a number of vents in the same area as the wipers, under the back edge of the hood)

Do these feed the cabin air filters? They are full of crud and dirt from trees, so I'm just wondering.

If I apply a vacuum to them, should that clean them out?

i am pretty sure they are the intake for the cabin. if you spray something fragrant into the vent with they fan on and recirculation off, you can smell it. if the vent is dirty, i would vacuum it and try to make it clean because it will make your air filter dirty faster.
