What are Steering Spacers

So i've been seeing these steering collars or steering spacers popping up all over the place lately. No store seems to have a good explanation of where they go or what they do. touge factory makes one, its only $30. What are they even suppose to do?

No. Not those kind of spacers.

This kind. Also know as Collars.

that's a steering rack bushing but in metal. jspec had em on their site for a while.

I need to get my steering wheel closer to me though.I cant heel-toe without tilting the steering wheel all the way up or moving the seat back alot...I got some weird legs or something.
