The smoke would be blue, it may pool infront of the compressor wheel, and it shouldnt be on the plugs. If there is oil on the plugs then its probably the valve stem seals. Usually you will see the smoke while accelerating more often than at idle.
As for power loss, you shouldnt notice any unless the turbo is seized or very close to seizing. Take a look at the compressor wheel, if it is hard to turn or will not turn then the turbo is on its way out.
