weird vacuum leak or not

not sure if its a vacuum leak, but at idle my vacuum is at -15. when i press the throttle it goes to -5 (which is normal) but then goes back down to like -10. doesnt matter how much i open the throttle it always goes back like -7psi ex. i press throttle it goes to like 0 but then drops back down to -7. if it is a vacuum leak it would only matter if the throttle is closed(right?) so since i get more vacuum when the throttle is open, what does that mean? its really messing up my car and i cant figuire it out. let me know thanks!
