Weird substance on windshield

I have this weird substance on my windshield that I cant get rid of. I've used alcohol, ice scraper.... Nothing. Anyone have any tips. Pic included.

How did this get on your windshield? It's difficult to make out the what's on your windshield. It looks like cement from the picture you posted. What does it feel like? You may also want to try putting some wax on the substance, and let the wax penetrate the substance for 15-30 minutes, and then try removing the substance.

No clue . Was just there when I went to the car. Feels kind of like paper mache but smoother.

Good wax or something along the lines of Goo Gone should loosen what's on your windshield.

According to the pic...it looks as though some sort of cement was bonded to your windshield.
