Weird Starting Problem (S13 SR)

I get into the car, let the fuel pump prime until it stops. Crank it and it just cranks and will not turn over, so i back the key out and let the fuel pump prime a 2nd time. Once its primed the 2nd time i crank it and it starts.

it used to run fine, the only things i changed were a new body harness,took off the valve cover to paint it, and pulled the turbo and manifold off and now this happens

and the car runs fine when driving, just starting it has trouble

im baffled on what could be causing this

either fuel pump (most likely) or FPRwould be my guess
