I know you have a new battery but make sure your battery connections are clean and tight and that the battery voltage is >12.5 VDC. Also check the 'hot' (positive) wire going to the starter and make sure it's secure and no wire is crossed with it. Also check the security of the main ground connectors.
If the battery and wiring/connections are good, most likely. you have a 'sticky' (gummed up) starter. It's also possible to have a failing pinion gear but less likely to have a bad flywheel. If you are electro-mechanically inclined, you can remove the starter (2 mounting bolts and electrical connectors), dis-assemble and then thoroughly clean them. With the starter out, you can check the condition of pinion gear and flywheel. Put alignment marks on the starter before dis-assembly. Clean the front/mechanical side (planetary gears, etc.) with carb cleaner or equivalent. then lubricate with White Lithium Grease. For the rear/motor side, use a contact cleaner for the rotor and stator and also check the brushes.
