I'm not totally sure what your problem is because you have trouble expressing yourself through writing, but here's my attempt to answer:
Generally an engine will run at a higher rpm than idle when cold started. The IACV causes this and it helps the car warm up faster.
So if you think something is wrong when you start up your car on a hot day or you just drove it, and your car only churns to 800rpm and stays there, your IACV isn't adjusting idle because engine or air temps are probably warm. Nothing is wrong.
Ridding your avatar of the south-park character will help increase your credibility.
