OK i have pics to help explain some what of the dilema.

Well i lined up my crank pully at TDC and both dimples on intake and exhuast cam gears are at TDC. So i would turn the crank pully a whole 180 degrees clockwise and it would suddenly get loose and tighten back up again while i was turning it with my breaker bar and **mm socket. which while i notice the timeing chain tensioner is moveing backward at that time like it wants to give it slack and then pushing on the chain again when tension is put on it i dont know why. Then it would briefly tap the timeng chain cover plate in the third to last picture but it dosent rub aginst it when the the chain is tight and in clockwise motion wich is the way it rturns while running. I thought it is supposed to have tension on it 100% at all times im really stumped well here are some pics i took. Please help if you can. Thanks

Thats actually normal because the tensioner works on oil pressure. When the engine is not running, there isnt any pressure going to that tensioner. Just make sure your base timing is correct, put the tensioner back on and run the car. It will be fine.

My tensioner does the same thing.
