weird idle

I just finished the swap on an s13 sr and got it started up today on the first crank after priming oil and pump. topped off the coolant after letting it warm up, and I proceded to get it timed but the idle would not stay put. it would jump from 1000 rpms to 2000rpms consistantly even when it was warm. I tried moving the cas around and all it did was change how high and low the rpm's jumped to.

I have not taken it out to drive yet so I dont know how it will react under load, but it will erv past 3000rpm's fine without any bogging or issues. there are no known vacuum leaks I know of, I clamped everything odwn pretty tightly and went over it again. could it be the iacv going bad? any other ideas?

i've also done my fair share of swaps and this is the first time i've seen it act like this.

I also finished my sr swap (S14 kouki) on saturday and it started on a first try after priming and i have almost identical issue; my rpm's would not come down after the car warmed up and they jumped a little. My tach doesn't work so I don't know what range they were jumping at.
