Weird drivetrain sputter when cruising 90-240SX

When cruising at a constant speed the car has this front back shake/stalling motion. RPMs remain the same the whole time and during acceleration there is no problem at all.

Care runs rich, there is black carbon stuff above the muffler. Would it be from the crappy aftermarket muffler, idk? I have removed all emissions except IACV, and IAAC.
