WEIRD CLICKING SOUND (youtube video inside)

Hey guys, try to hear the noise over my exhaust.. and i know there was white smoke comming from my exhaust, my turboes burn oil.. 1 quart every 3000 miles-4000 roughly.

OKAY here it goes.
ive had this very loud squeeking,clicking,ticking noise. normally hear it around 1500 rpms, when car is cold, and it randomly comes and goes. i have no lue what it is, BUT it stays with my throttle response, if rpm drop so does the space between is click,tick. sounds like something it vibrating.. not heat shield.. please give me ideas.

lifter tick, also sounds like you have a squeaky belt or bearing.
