I had a 45 DCOE with 33 chokes on my 65 corvair turbo F7 emultion tubes, 130 air jets and 160 mains. Great carb. Probably one of the best ever built. Also one of the hardest to tune. You have different chokes, emultion tubes, jets, air bleeds, idle jets, idle emultion tubes, accelerator pump jets, diaphragm volumes, and more. However very little should affect starting.
Try this, pull the hat off the float bowl and pull out the two smaller screws (idle jet assemblys) make sure they are clean and spray carb cleaner liberaly down the holes. make sure there is gas in the float chamber and reassemble. Don't worry about the mains yet. look into the chokes (venturis) and check for accelerator pump jet spray. If none, rebuild. May take a few pumps to prime it. Note: the jet spray is deep in the choke so look closely. Pull the idle adjustment screws out and spray cleaner in the holes. replace and back out 1 1/2 turn. On the back of the carb above and behind the throttle blades is a small lever, that is the starting enrichment circuit (the choke of traditional meaning). Spring loaded to return to normal operation. pull the lever and try to start the car. If it has any reason to start now it should, although it may run rough.
I have the Official factory weber tuning guide if you need any numbers for jetting or the like. I know this is an OLD post, but if anybody is still reading this.
