Weak spark and can't figure out why

I'm helping a friend swap a red top SR into his '92 S13 and we have everything set up but when we turn the key it cranks but won't start. Using the search button we checked up on all problems with no start situations...grounds, igniter, coils, and coil harnesses but came up with nothing there. We pulled the CAS out and rotated by hand with the key on and we can hear the injectors clicking and we can also hear the fuel pump come on. We pulled the plugs out to check for spark and its very weak, can barely be seen except when I accidentally let the plug get too close to a hard line and it was a very big bright arc. Also can't seem to check any codes on the ECU because it just stays lit. Thank you.

sounds like a ground issue .. check all your grounds very good .. get a pin out for your ecu and check all your grounds there too ..

Also, check the springs on the coil packs. Sand them if you have 2.
