My 96 Z has the digital AC controls, with the 4 fan speeds. On the highest setting, everything is normal, but on speeds 1, 2, and 3, the ac blows what appears to be water vapor (It doesn't smell like freon or coolant) from the vents. The previous owner bypassed all the lines under the plenum already so I don't think its a leak under there, and the car isn't dropping any fluid that I can see. Thoughts anybody?

Sounds to me like the drier is bad, and is not effective in removing moisture from the system.

What the OP is talking about is the condensation coming from the vent themselves, not water in the lines. Where do you live OP? That sometimes happens in all cars depending on humidity and humidity difference inside and outside the car.

Florida, so it doesn't get much more humid. I just thought it weird that it only happens on the highest speed.

If you can maybe get it checked out. It may be that you have a slight clog in the lines, might even be causing the evaporator to "frost" up. This is just a thought.

This^

I live in Houston and sometimes I have problems with the evap core freezing up because of the 100% humidity we have here.
