Water pump not too complicated but should only about a 4-6 hour job at most for even a semi skilled mechanic. Pull the intake pipes(s), radiator/fan shroud, timing covers (3), pull the crank pulley and belts, unbolt water pump and clean mating surface, install new water pump and then start throwing it all back on. In a nutshell
And NO.... you don't have to pull the timing belt to do a water pump. Some people do do it a time of a timing belt since you are right there but it is not necessary to pull the timing belt at that time. If your belt is fine and within mileage, don't worry about it.
Honestly I would probably stay away from this guy as he is probably not familiar with the car.
BTW - here is a good how to on the 60K maintenence. Basically skip the timing belt portion of it and go straight to the water pump.
