Hmm, it could be a possibility. Make sure the hose isn't damaged of course. It almost makes me think like maybe the rust around it damaged the metal part some how, by lifting it up, or making a dip in the metal.
If that is the case I believe the only way to replace that would to be having a new water inlet welded onto the intake manifold. May be cheaper to get a new intake manifold from a junk yard...
One other last resort option to try is use some high heat silicon gasket maker and you could put that around the hose and where you clamp it. You'd have to let it dry for at least a day before you could start it, but I doubt this would last in the long run.
