water dripping through auto seat belt?

Water seems to be dripping through the automatic seat belt cover ( the ramp hole that the seat beat moves through) on the passenger side.

I stared at the spot for some time and found out that the water isn't dripping constantly. It seems that a water drop forms, then later a bunch of drops fall...I'm planning on taking apart the plastic cover and using a garden hose to see where the water is coming from.

I also want to check the area that is covered by some metal guard above and to the side of the window ( see area circled in yellow) on the exterior of the car. How do i get those covers off? I believe there is some kind of rain gutter behind the guards. The side vertical cover seems to be held by one philips screw, but doesn't seem to come off when i tried prying it with a screw driver. I just stopped for the fear of it snapping. I have no idea how to get the horizontal one about the window off.
