what to do, how to fix?

umm I'm no expert but since no one else has replied yet, if it was my car I'd:1) check vaccuum lines. any holes, cracks, routed to a good vaccuum source, etc?2) check mechanical linkage to wastegate, is it on, properly adjusted, moving with appropriate level of boost?3) remove turbo extension and check out the flapper door, just seeing if it was opening and closing with the linkage.If the lines are good but the linkage isn't connected, fix it. If the linkage is good and when you move it with your hands it opens the flapper door, but it doesn't budge under boost, its probably a ruptured diaphragm and your actuator will need replaced. If the linkage is moving properly but the flapper door isn't opening, I'd guess there would be some sort of mechanical failure along the way, and you'd have to figure out what broke and repair/replace.

I guess thats a decent place to start...

wastegate isn;t opening?

so your boost pressure will build up very fast and beyond the recommended settings?

also, is it an internal wastegate controller by an actuator or external wastegate?

I don't know anything about external wastegate but if it's internal + actuator, you might want to check the vacuum like someone said.

In addition, it could be your actuator, maybe the arm fell off or the actuator itself has seized up. Try to move it with your hand.

But as everyone else said, check lines, check if you can physically move it by hand.. on;y way to find out .
