It looks like it's based on the same engine as GTA IV, at least as far as character control is concerned. It wouldn't be that hard to write some "car pop up here now" type scripts, just like GTA does. GTA managed to get away with it pretty easily, and there were only a few times you actually actively noticed "pop up" objects. I'd say that wouldn't be too difficult to implement in this game.
I did a little more digging, and found out they said it wouldn't ship this year for sure.
They said it was a soft release date of 2013, so I would say that means later in the year, most likely in time for the holiday season. Oh well, looks like we'll just have to wait.
