There are pre-cats in the exhaust manifolds, yes. The labor is pretty intensive on changing them as things are cramped and headers are hard to remove. You can't replace JUST the cats, either, as it's all one unit. So you need new headers.
I doubt you need new pre-cats, though.
The main cat is further back underneath about the middle of the car and is MUCH easier to replace and should be cheaper. That's probably where the price difference you're encountering is coming from.
What leads you to believe you need to replace your cat?
