wastegate vented to atmosphere

When I bought my car the previous owner who built the car put a nissan t28 on the s13 redtop. The dump pipe that travels from the turbine housing to downpipe was cut off to vent to air.

My questions are1) does any other sane person do this2) does it hinder my boost I boost around 12-16 psi by 4000 RPM is that ok?3) It seems to let exhaust past the wastegate at idle and when im driving around (sounds like bad exhaust leak) Is that normal... as a note I had a tial 38 on another car of mine and the only time it let out exhaust was at full boost. Is this normal for stock internally wastegated turbos or is my wastegate turbo leaky??

I would greatly appreciate some knowledgeable input on this one.

Wrong forum, this is FWD SR.

1) I'm sure they have2) No, since the wastegate opening has nothing to do with where the exhaust going through it goes, though I'm sure it's loud as crap3) Not sure, seems like it should be closed, but many say internal wastegates aren't optimal, so maybe exhaust bleed is the reason.

Wait, shouldn't there be only one pipe coming off the exhaust side if it's internally wastegated? I know that's how mine was. You're bypassing the exhaust altogether if that's the case.
