Wastegate stuck closed

I'm assuming my wastegate is stuck closed, When I rev the engine and get about 10-12psi (boost gauge is off by a few psi) the car stumbles and seems like the fuel is cut. Runs great when not near full boost, all intercooler piping is airtight, I've had this problem before with the piping coming loose a bit, but this isn't the case this time.

I open the hood and the wastegate doesn't move when I try to squeeze on it. Everything is hooked up properly, nothing lose or missing.

Its a ca18det that should be running 8psi... not tunned for what its running now.
