Arite I searched but couldn't find any info on this. The tial 38mm wastegate I was sent for my SC61 setup only has a 6 psi spring in it. Even though I have an EBC, does the 6lb spring mean it's going to leak under high boost. I plan on running 15-16 daily and 21-22 occasionally on race gas. But a 6lb spring doesn't sound right to me, or with the EBC compensate for it?

It means with no EBC you will be regulated to 6 psi of boost pressure.

The EBC will allow any boost pressure setting that you give it regardless of the wastegates spring pressure. That's because it sends the wastegate a pressure signal once peak boost is achieved causing it to open.

It is generally easier for the EBC to regulate your boost if you are shooting for pressures somewhat close to your wastegate spring.

With pressures like that, I'd honestly look for a 10-12psi spring at the minimum. Springs aren't expensive, and the right one will give the EBC a much easier time.

Just curious what psi did you run to get 13.0? street tires?
