there are two flanges on my wastegate which one goes to the manifold and where does the other one go?

Yep, one goes to the mani, the other is the exhaust-- you can either attach a short "dump tube" to route the exhaust gasses out of your engine bay, or route a pipe from that flange back into your downpipe to exhaust the gasses that way.

The bottom in the inlet, so that bolts to the manifold.

The side is the outlet, which is routed to the exhaust, or "dumped".

i have two parts that look like they bolt onto the bottom flange its a ring that is grooved to fit onto the bottom flange i have never acually seen this and have no idea how to put it on so any help would be awesome

Picture of the ring correctly inserted. Notice that it sticks out some. When you tighten the wastegate it will compress and be flush to the flange.

does the vacuum fitting on the top go right to the boost gauge? or somewhere else?

the vacuum port on the side goes to the manifold source. only connect the side port if your not running a boost controller.

the top port is for the boost controller.

so the port on the side of the turbo outlet going to the intercooler goes to the boost gauge and the one on the top of the wastegate goes to the boost controller and if im not using one i just cap it off?

if theres a source from the compressor ( metal nipple off the housing) run a line from that nipple to your external WG (side port) thats all. just get a vac. T and run the boost line into the FPR hose.
