That'd be James Madison. IIRC it is from the Federalist Papers. His solution was factions. Let the public be split into smaller groups organized around what they believe to be the most important issue (ex., abortion, guns, environment, economy, etc.). The idea is that the groups would have to align to get things done, but that these alliances would not be permanent. More of like a quid pro quo kind of thing. The alliances would therefore be floating in nature, specifically to avoid a massive organization of only a couple of parties. IIRC he believed this would also produce better candidates; b/c the groups would all have to align behind a candidate, each candidate would have to be good enough to get the support of a number of factions.
