Vtec Controller INFO

I have a question about the Vtec controller's operation:

If the Display unit is not reading the rpms will Vtech ever kick in??

I know this is a Nissan forum, but Im sure there are some ex Honda fans out there. its a question a friend asked me to figure out so I decide to ask you guys.

it would only make sense that it wouldnt kick in. if it knows to kick in at say 5500rpm, and it is constantly reading zero rpm, how would it engage? its kinda common sense...
