VSS not working after replacement

So heres the deal. I bought a sr swapped 95 240 and the speedo was not working. I tested the initial speed sensor with a volt meter and it was showing no output. I bought a new speed sensor , swapped the gear over and reinstalled it. I just tested the new speed sensors output and again there was no voltage. What else should i do? What could be the problem?

maybe your signal to the ecu isnt hooked up

Could my speedo be dead? Does this happen often in 240's
