I've personally never heard of a voltage stabilizer but the grounding kits do come recommended by most people who install them. Some have even seen performance gains most likely due to bad grounds which can affect the entire engine control system (mostly things like injection and spark that would likely be affected most).
Those types of strut bars I definitely don't recommend. I highly recommend going with a steel strut bar that has solid mounts (that particular one can swivel, you don't want that). That will be the absolute best you can get. Most aluminum ones like that on ebay are junk at best. I got one, bolted it up as tight as I could, then pushed on it... flexed like a piece of wood. Definitely not going to keep the strut towers in check like a good steel bar. Weight differences would be negligible. I went to a Nissan dealership and put my full body weight (nearly 300 lbs) on a stock 350Z strut bar and could not flex it at all. That's a good strut bar.
