voltage problems!

I'm having voltage problems.. I installed my apexi turbo timer which reads the voltage. it's reading at 11.4 volts.. I replaced the battery to optima yellow top and It's relocated behind the passenger seat. I sanded the ground wires that may cause resistance and I sprayed some battery terminal cleaner w/ battery protection onto the grounds. Let's see location of ground wires.. one attached behind coil pack. one right next on the firewall. one on the intake manifold on the passenger side. another one located next to the fuse box. I also unbolted my alternator to swap with another one but the results were the same.. any help would be great.

ok I just replaced the alternator fuse it was blown.. now I'm readin 12.9-12.4 volts. what could possible be wrong? new alternator?
