vin number on 1982 280zx

I have a 1982 280ZX 2+2 I have been trying to decipher the vin number HGS130-211559 to find out where made etc. Also it took a long time to convince insurance companies why I didn't have the 17 digit code and even now when I want to change companies same problem over again. Can anyone help me with this vin number.

82 shouldn't have an HGS vin, should be JN1. THey changed to the newer format in I think 81. Foreign market cars might have stayed with the old format longer, maybe it's a canadian market car? You sure it's an 82? got a pic of the metal tag in the door? All Z cars form 70-2000 were made at the Nissan Shatai plant in Japan.
