Don't take my word for it, but i heard that the engine number is connected to the VIN, thats why engine swaps are illegal (even if it IS from a car that is USDM) for instance h22a on a civic hatch.

USDM swaps are ok if...the newer engine is going into an older car. You cannot put an older engine in a newer car. All JDM motors into USDM cars that will be driven on a highway are illegal if you get caught. But back to the USDM thing, just remove the id plate on the engine you are swapping in and say it was like that when you bought your car. Honestly most state officials are pretty stupid when it comes to inspections, they really have no idea what you have as long as there aren't any shinny aftermarket parts visible and you pass the sniffer.
